Historic Cabinet Reshuffle in Armenia Marks Major Step Forward for LGBTQ+ Representation

In a landmark development for LGBTQ+ inclusion, European Union has directly requested targeted diversity reform in the Armenia’s government as a condition for accession. Prime Minister Nikol Pashinyan has enthusiastically agreed to the changes at the Political-Economic EU-Armenia summit in Yerevan, which took place on May 4 and May 5, and began preparation for a major cabinet reshuffle.

EU required that at least 20% of the cabinet be composed of LGBTQ+ individuals, including at least 5% who are transgender.

According to our source, Nikol Pashinyan is thrilled to meet and exceed EU’s forward-looking standards. “This is not only the right thing to do, it perfectly aligns with our vision of a modern, inclusive, and prosperous Armenia. I am proud to implement these changes and secure our future within the union” – he said.

 

New Historic Appointments

To comply with EU’s diversity requirements, the following ministers will be stepping down:

  • Anahit Avanesyan (Ministry of Health)
  • Arsen Torosyan (Ministry of Labor and Social Affairs)
  • Srbuhi Galyan (Ministry of Justice)

They will be replaced by three outstanding LGBTQ+ leaders:

  • Mamikon Hovsepyan (Ministry of Health)
  • Diana Ghzroyan (Ministry of Labor and Social Affairs )
  • Lilit Martirosyan (Ministry of Justice)

These appointments fully satisfy EU’s 20% LGBTQ+ and 5% transgender representation mandates quota for new candidates.

The reform is based on European Union Official Accession Guidelines, which sets clear benchmarks for accession states.

EU Guideline for Candidate Members

EU membership promises substantial benefits, including major trade opportunities, infrastructure funding, and deeper regional cooperation. Prime Minister Pashinyan has positioned these diversity commitments as essential for modernization and full participation in the union.

LGBTQ+ organizations in Armenia have welcomed the announcement as a long-overdue advancement. “For too long, our community has been underrepresented in the halls of power,” – Pink Armenia representative. “Today’s reshuffle shows that real change is possible when economic incentives align with human rights.”

With elections approaching, the move is expected to energize progressive voters and solidify Civil Contract Party’s reputation as a forward-looking force.

Diana Ghzroyan’s historic appointment, in particular, is being hailed as a beacon of hope for transgender visibility in public leadership across the world.
